It is for this reason that Studies in Poverty and Inequality Institute (SPII), in partnership with the
South African Human Rights Commission (SAHRC), has developed a Socio-Economic Rights
Monitoring Tool: integrating policy and budget analysis with statistical indicators to monitor
and evaluate the progressive realization of SERs in South Africa.This paper begins by outlining the need for a comprehensive socio-economic rights monitoring
tool in South Africa.
